This is to provide updated information to the memorandum issued by Dr. Gene Hemp on July 5, 1996 on this subject.

Some pre-doctoral fellows have all or a portion of their tuition fees paid by a third party. This third party is often the fellowship grantor or their academic department overhead funds. Stationery, Envelopes and Business Cards

A new contract (bid #97J-34YC) for stationery and business cards has been negotiated by the university which offers outstanding prices and service. The three selected printers are Double M, Ameriprint and UF Printing and Graphics. While some small orders may be slightly higher than last year, most prices are lower. A year ago, 10 reams of stationery or 10 boxes of envelopes were 26 percent higher, and three years ago business cards were 66 percent more.

College/Departmental Scholarships

The Office for Student Financial Affairs would like to clarify the appropriate procedures for paying student scholarships/awards when service is a condition of that award.

Auditors recently identified instances where colleges/departments were treating these awards as scholarships and processing them as college-awarded scholarships. Scholarships, by definition, are considered to be gifts to the recipients and cannot require service as a condition of receipt.

Decal restrictions will be lifted in all COMMUTER, RED 1 & 3, PARK-N-RIDE, SCOOTER ZONE and ALL DECAL lots Monday, August 12, 1996, through Monday, September 02, 1996.

All ORANGE, BLUE AND FAMILY HOUSING lot restrictions will remain in effect.

Enforcement will be reinstated in all areas Tuesday, September 03, 1996.

The BOR-GAU collective bargaining agreement contains guidelines for the appointment and reappointment of all graduate assistants. Specifically, Article 2.4 of the contract reads as follows:

The 1996 Florida Legislature amended Section 110.113, Florida Statutes, to require all state employees hired on or after July 1, 1996, to participate in the direct deposit program as a “condition of employment.” The law stipulates that employees will have 30 days from the date of hire to submit the direct deposit authorization form to the State Comptroller’s Office. The Collective Bargaining Agreement states that each graduate assistant shall be evaluated in writing for each appointment which is one semester or longer. This evaluation is to cover the assigned duties and responsibilities as are appropriate to the assignment.
