Verification of Registration with Selective Service

Larry T. Ellis, Director, Division of Human Resources

In order to ensure compliance with Section 110.1128 of the Florida Statutes, all departments must include in the OPS new-hire paperwork a screen-print from the Selective Service web page found at https://www4.sss.gov/regver/verification1.asp for all male employees who are U.S. citizens between the ages of 18 and 26. This document will verify whether the employee is registered with the Selective Service. Central Employment will continue to process this verification for all A&P and USPS employees. Departments will be responsible for providing this verification to Academic Personnel for appointments handled by that office, such as graduate assistants and faculty appointments.

Compliance with this statute is a condition of employment. As such, this verification is required for employment with the University of Florida. An excerpt from the statute is as follows:

110.1128 Selective Service Registration

(1)  No person who is required to register with the Selective Service System under the Military Selective Service Act, 50 U.S.C. App. 453, may be offered employment by this state in an authorized position, as defined in s. 216.011, without proof of such registration.

(2)  No person who has failed to register as required by the Military Selective Service Act, 50 U.S.C. App. 453, subsequent to October 1, 1988, and who is currently employed by this state may be promoted to a higher authorized position without proof of such registration.

(3)  Each agency shall provide for a review, when requested by the applicant or employee, of any denial of employment or promotion for reasons of noncompliance with selective service registration requirements.

Please pass this information along to employees in your department who are responsible for hiring and creating personnel/payroll sign-up packets. OPS appointment packets should be forwarded to Processing & Records, PO Box 115004, and paperwork for academic appointments should be forwarded to Academic Personnel, PO Box 113002.

Please contact Janet Malphurs in Academic Personnel at 392-1251, Kate Burch in Processing & Records at 392-1204, or Central Employment at 392-4621 if you have questions regarding this requirement.
