Michael V. McKee, Assistant Vice President and University Controller

The University has calculated new proposed pooled fringe rates and has submitted them to the U.S. Department of Health and Human Services. Although we do not expect any objection, these proposed rates are subject to their approval and as such should be used with that understanding in your planning for fiscal year 2011-12. The rates, when approved, will be effective July 1, 2011.

A reminder of the benefits included in the pooled rates:

  1. FICA OASDI (Social Security)
  2. FICA Medicare
  3. Health Insurance (including graduate assistant and postdoctoral associates health insurance)
  4. Retirement (employer contributions)
  5. Life Insurance
  6. Clinical disability insurance
  7. Worker’s Compensation
  8. Unemployment Compensation
  9. Vacation and Sick Leave Cash Outs
  10. Sick leave pool payments

The employee categories and corresponding proposed benefit rates are as follows:

FY2012 FY2011 Change
Faculty (9-,10-, and 12-month) 26.9% 28.3% -1.4%
COM Clinical Faculty 22.5% 24.6% -2.1%
Exempt TEAMS/USPS 30.0% 34.5% -4.5%
Non-Exempt TEAMS/USPS 40.8% 44.7% -3.9%
Housestaff/Clinical Post Docs 31.4% 16.8% 14.6%
Graduate Assistants & Reg Post Docs 8.3% 8.8% -0.5%
Student OPS/Federal Work Study 3.1% 0.5% 2.6%
Other OPS/Temporary Faculty 2.6% 2.4% 0.2%

Based on similarities in fringe benefits, effective July 1, 2011, Regular Post Docs have been moved from the Housestaff/Post Docs category to the Graduate Assistants category for purposes of determining the fringe benefit pooled rates.

The proposed rates also include impacts of recent legislation requiring employee contributions toward their retirement.
