NOTICE OF PROPOSED RULEMAKING
NAME OF AGENCY: University of Florida
RULE TITLE: University of Florida Community Campaign

PURPOSE AND EFFECT: The composition of the University of Florida Community Campaign Planning Committee is to be expanded to include a representative of the President’s office and to clarify existing practice in that six of the members serve staggered three-year terms and a member of the General Counsel’s office advises the committee. The characteristics of a “substantial program in the health and human services area directly benefiting the Alachua County region” have been clarified and revised. A specific definition of “a program of health and human services” is added as is the requirement that the organization have a staffed facility or office in Alachua County.
SUMMARY: The rule provides the criteria and procedures for the University of Florida Community Campaign, the University’s combined charitable fund-raising drive for its Alachua County campus. In this rule change, the University of Florida Community Campaign Planning Committee is expanded from nine to ten members with the addition of a representative of the President’s office. Six of the members serve staggered three-year terms, and a member of the General Counsel’s office advises the committee.
Charitable organizations that participate in the campaign must meet criteria set forth in the rule. The criterion that the organization must have a recognized substantial program in the health and human services area directly benefiting the Alachua County region has been clarified and revised. A “program of health and human services” has been further defined. “Health and human services” are to “include research directed toward the achievement of human physical, social and/or psychological well-being and specific helping acts to individuals or groups that go beyond the provision of information.” An organization must also have a staffed facility or office in Alachua County open at least 15 hours a week.

SUMMARY OF THE ESTIMATE OF ECONOMIC IMPACT OF THE RULE: There is possible economic impact in that certain charitable organizations may not meet the criteria for participating in the campaign and therefore not receive contributions through this mechanism (which may, however, be received through other means).
