Guidance regarding federal funding

The University of Florida is working to interpret a range of executive orders and related memos regarding federal funding issued by the White House since the new administration took office on January 20. UF Research is working closely with our government relations team in Washington to track and understand the latest developments.
A memo from the acting director of the White House Office of Management and Budget on January 27 (attached) instructs each federal agency, to the extent permissible under applicable law, to temporarily pause all activities related to obligations or disbursement of all federal financial assistance, and other relevant agency activities that may be implicated by the executive orders. The pause is imposed to provide the new administration an opportunity to identify programs and policies that may not align with the President’s priorities.
This directive goes into effect on January 28 at 5 p.m. and all programs are to be reviewed by federal agencies by February 10.
At this point, UF Research is advising faculty to continue conducting grant-related activities for which funds have already been allocated, unless they are specifically advised that a project has been suspended or terminated. Faculty should exercise prudence in making additional financial commitments at this time, especially if a funded award appears to conflict with current administration priorities. If you receive any communications from your federal sponsor, please ensure that UF Research is included. If not, please forward a copy to ufawards@ufl.edu.
We understand that there may be concerns regarding the possible impacts of the executive orders and memos, but we remind everyone that it is common for new administrations to review existing programs and policies, including pausing some activities during transitions, as agencies seek to align with the incoming leadership. We encourage all faculty and staff to, as much as possible, continue with business as usual while UF Research works to understand any direct implications across the breadth of the university.
Proposals
● The Division of Sponsored Programs will continue to submit proposals as long as federal submission systems remain operational.
● Sponsor proposal review timelines may be extended due to federal pauses in specific funding areas.
● PIs should reconfirm proposal deadlines, as they may change, and verify that funding announcements have not been revised or postponed.
● Expect DEIA-related aspects to be removed from solicitations.
● Sign up for agency or sponsor alerts, if available.
Awards
● Terms and conditions of active awards remain enforceable.
● Programs may face restructuring, delays, or defunding. Guidance will be shared when available.
● Any modifications, increments or extensions may be delayed while federal programs are reviewed.
UF is working closely with the Association of American Universities (AAU), the Association of Public and Land-Grant Universities (APLU), the Council on Governmental Relations (COGR), and other associations to determine the nature of the operational slowdown and to get additional information, which will be shared as we learn more.
