Approved Fringe Benefit Pool Rates Effective for Fiscal Year 2012-13

Michael V. McKee, Assistant Vice President and University Controller

The U.S. Department of Health and Human Services has approved our proposed pooled fringe rates as submitted. The rates were effective July 1, 2012 and have been updated in the MyUFL system centrally.

Benefits included in the pooled rates include:

  1. FICA OASDI (Social Security)
  2. FICA Medicar
  3. Health Insurance (including graduat
  4. assistant and Postdoctoral associates health insurance)

  5. Retirement (employer contributions)
  6. Life Insurance
  7. Clinical disability insurance
  8. Worker’s Compensation
  9. Unemployment Compensation
  10. Vacation, December, and Eligible Sick Leave Cash Outs
  11. Sick leave pool payments
  12. Paid parental leave payment

The employee categories and corresponding approved benefit rates are as follows:
COM Clinical Faculty 18.7%
Faculty (9-,10-, and 12-month) 23.2%
Exempt TEAMS/USPS 29.7%
Non-Exempt TEAMS/USPS 41.4%
Housestaff/Clinical Post Docs 25.1%
Graduate Assistants/Reg Post Docs 4.4%
OPS/Temporary Faculty 2.9%
Student OPS/Federal Work Study 1.7%

These rates include impacts of legislation related to employer contributions toward retirement and the changes that were made in the leave cash out policy.

The significant reduction in the rate for Graduate Assistants and Regular Post Docs relates to the FY 2012 decreases in the costs of Post Doc and Gator Grad Care health insurance. If conditions remain constant this year, we anticipate that this rate will return to approximately 8% for FY 2014.
