Ed Poppell, Vice President for Finance and Administration

Dr. Machen has delegated authority to the Vice President for Finance and Administration to approve and sign contracts that formerly could be signed only by the President. Contracts executed pursuant to these delegations first must be (1) acknowledged by the employee initiating the contract request, (2) acknowledged by the Vice President(s) of the appropriate area(s), and (3) reviewed by the Office of the Vice President and General Counsel. Dr. Machen’s name should not appear on the signature line of any contracts, and no contracts should be sent to the President for signature.

Existing delegations to various individuals at the University remain in force. Please contact my office if there is a question about the delegated authority to approve and sign a particular contract.

Thank you.
