As part of the campus-wide effort to eliminate paperwork and following a review of auditing requirements, the need to record time worked (“Excluded Employee’s Record” Form #CS-EER 400) by “excluded” USPS employees now is optional. “Excluded” employees are those who are not included under the Fair Labor Standards Act’s overtime provisions. Careful monitoring of time worked by these USPS staff members still is needed as two exceptions to this change exist.

With the advent of the Purchasing Card, which has increased usage every week, Purchasing is considering discontinuing the Limited Purchase Order as the rules are very similar and the dollar levels are the same. The Purchasing Card is a more efficient manner of purchasing than a paper process.

Effective July 1, 1996, in compliance with OMB Circular A-21, the University of Florida implemented the Cost Accounting Standards (CAS) associated with accounting for federally funded contracts & grants. For this reason Clerical and Administrative salaries normally will not be charged directly to federally sponsored agreements per the University’s Policy for Charging Costs Directly or Indirectly to Sponsored Projects located at http://fa.ufl.edu/cg/capolicy/chargingcosts-p.html.
