Departments should prepare blanket purchase orders and maintenance agreements for the 1996-97 fiscal year. Blanket orders and maintenance agreements with attachments should be submitted on a Requisition to Purchase, form (PUR300), with an annotation of “FY1996-97.” Routine blankets and maintenance requisitions without attachments may be sent electronically beginning June 28. In order to facilitate an orderly year-end closing and to encumber remaining funds, it is necessary to establish cut-off dates for all requisitions to purchase. These dates do not apply to contract and grant funds that do not expire June 30, 1996.
Orders above $11,000 that require competitive bidding should be submitted as soon as possible. A Formal bid usually requires 45 days to specify, advertise, open, evaluate and award before a purchase order can be issued.

Official Business Permits with expiration dates of May 1, 1996, will be valid until further notice. The Parking and Transportation Committee is currently reviewing policy and procedure governing the issuance of Official Business Permits in an effort to better meet the needs of the University Community, while still providing adequate controls. Upon the completion of this review, new permits will be issued.
