It is time to begin planning for June 30, 2003, year-end closing. Departments are encouraged to submit invoices for payment as early as possible to ensure payment from current year funds. Outstanding encumbrances should be reviewed and closed if no longer needed. A useful tool for reviewing encumbrances is the Outstanding Encumbrance Report attached to your monthly Departmental Ledgers. The University of Florida has developed an Environmental Purchasing Policy. The policy can be found along with other information on www.purchasing.ufl.edu.
Purchasing is continuing to work with contract vendors to identify additional products, which are manufactured using recycled materials, are energy-efficient, and which are friendly to landfills, etc. The office supply contract vendors will be identifying on their web page which items are “green”
Purchasing urges the departments to consider these products when making their selections.

On June 16, Blanket requisitions that were entered on the electronic requisition system during FY 2002-2003, using state, auxiliary, or local funds, will appear on the level 1 browse screen in the department which initiated the requisition and highlighted as new requisitions. The department may change any field except the requisition number but must change the dates. Do not forward to Purchasing before June 27. In order to facilitate an orderly year-end closing and to encumber remaining funds, it is necessary to establish cut-off dates. These dates do not apply to funds not expiring on June 30, 2003.
Orders above $50,000 that require competitive bidding should be submitted as soon as possible. A sealed bid usually requires 30-45 days to specify, advertise, open, evaluate, award and post, before a purchase order can be issued.

I am very pleased to announce that Dr. Jill Varnes has been named Interim Dean of the College of Health and Human Performance. She will succeed Dr. Patrick Bird, who is stepping down on June 30, 2003, after 18 successful years as dean. On July 1, 2003 Wachovia Bank will become the official bank for the University of Florida. Wachovia will transact all of our local banking activities. This change does not affect the issuance of state payroll and state disbursement warrants.
