It is the responsibility of each department to ensure that individuals who operate state owned motor vehicles assigned to their department have a valid vehicle operator’s license. Each department must take steps to verify that this requirement is met. There are three Departmental Ledger reports published by Finance and Accounting dated August 2, 1995, for the month ended July 31, 1995, for Contracts & Grants and Construction Organizations. Two of them, the Year-to-date Departmental Ledger Summary and the Departmental Ledger Detail have “SS185V11 SUS 08/02/95” on the top left corner of each page. Recently, the Unisys Corporation won the contract award for the administration of the state selfinsured Preferred Patient Care (PPC) network that services state employees. Unisys is scheduled to assume these administrative duties beginning January 1, 1996. The current contractor, Blue Cross and Blue Shield of Florida, Inc. (BC/BS), will continue servicing state employees as usual through December 31, 1995.

In accordance with State Comptroller’s Memorandum No. 21, separate object codes have been established for repair and maintenance expenditures. Object code 241XXX, Repairs and Maintenance-Commodities, will be used for repair and maintenance expenditures determined to represent purchases of commodities. Object Code 242XXX, Repairs and Maintenance – Services, will be used for expenditures determined to represent purchases of contractual services. Object Code 240XXX, currently used for repairs and maintenance, will not be available.

The Earnings Statements for employees whose wages are deposited by electronic funds transfer to their financial institution are currently printed on the same paper as payroll warrants. Comptroller’s Memorandum No. 1 (1995-96) announced that, beginning in August 1995, Earnings Statements for employees participating in the Direct Deposit Program will be printed on plain paper. The U.S. Post Office has established specific standards that must be adhered to when processing bulk mail using the special (non-profit) Bulk Third-Class Rate (Permit Imprint No 94).
